George Arthur Padmore – Liberian Ambassador and Extraordinary to the United States,   Not dated, 7×5.

Padmore was born in Trinidad and had a long career in social activism and politics. He was an important figure in Pan-African Movement and worked closely with Kramer Nkrumah in Ghana.  When I visited  Ghana, I went to both the Dubois Museum and the smaller Padmore House.

The photo is from the Associated Publishers inc. founded by Dr. Woodson in 1922 to help black scholars get their works published and to disseminate important information about black life to students and the public
